On June 16, Novosibirsk State Technical University hosted a round table "Development of the machine tool industry in the Novosibirsk region: new opportunities for cooperation between science, business and the state", which brought together an expert community of government, science and industry representatives at the university. The event was held with the support of the Government of the Novosibirsk Region and the Head Competence Center of the Machine Tool Industry at the STANKIN Moscow State Technical University.
Sergey Morozov, deputy of the State Duma of the Russian Federation, head of the United Russia party project "Choose your Own", thanked the professional community represented by the participants in the discussion for working together on a strategy for the development of machine tool manufacturing: "This is one of the most pressing and priority topics, because the machine tool industry allows our country to be among the world leaders. We need to identify clear localization mechanisms and support measures. I am confident that we will work out an effective solution together."
An agreement was signed during the round table, marking the start of joint work on the development of one of Russia's first regional centers for scientific and technological development of machine tool industry. The cooperation document was signed by the Ministry of Industry, Trade and Entrepreneurship Development of the Novosibirsk Region and Novosibirsk State Technical University of the Russian Academy of Sciences.
The strategic goal of the new center, established on the basis of one of the largest technical universities in Siberia, is to provide comprehensive support to enterprises in the machine tool industry in the region. This is the country's first expert advisory, scientific and technological platform that will function as a "single window" for industrialists.
"The creation of such a center in the Novosibirsk region is not just a step, but a qualitative leap in the development of our industry. The region is one of the centers of machine tool manufacturing, and the emergence of a specialized institutional structure eliminates the urgent need for enterprises for expert support. This is the first such experience in Russia, and the competencies of NSTU-NETI will allow us to build effective work," said Denis Ryaguzov, Acting Minister of Industry, Trade and Entrepreneurship Development of the Novosibirsk Region.
In accordance with the text of the signed agreement, the center will provide expert and analytical support for the Ministry's activities, assist enterprises in obtaining state support measures and scientific and technological support. The key areas of work will be the joint preparation of proposals for improving legislation, monitoring the state of the industry and staffing. A collegial Coordinating Council has been established to coordinate the activities of the center.
The University, in turn, ensured the creation of the center as an independent structural unit with qualified personnel and the necessary infrastructure. An important task will be the formation of a "Regional Navigator of state support measures", a specialized information resource for industry enterprises.
"The establishment of the regional center for scientific and technological development of machine tool industry on the basis of our university is an important step in the implementation of the strategy of technological leadership of the region. We are proud that our scientific and educational resources are becoming the basis for the formation of an effective support platform for industrial enterprises. The implementation of the activities of the federal project "Science and personnel for the production of means of production and automation" will provide enterprises with high—quality expertise, analytical research and training of specialists necessary for the sustainable growth of the machine tool industry," said Vasily Yanpolsky, First Vice-rector of NSTU-NETI.
During the round table, the participants discussed key issues in the machine tool industry of the Russian Federation, providing the industry with domestic components and practical aspects of their production, and other issues.
Head of the GCC Expert and Analytical Center STANKIN Moscow State Technical University Oleg Tigunov noted the importance of creating regional industry centers: they have great development prospects due to the ability to conduct a comprehensive analysis of the industry structure in the region on the spot. As one of the possible areas of activity of the regional center, the expert named the development of a digital twin of the structure of the machine tool industry in the Novosibirsk region to work out development scenarios and determine its strategy and tactics.
Georgy Samodurov, President of the STANKOINSTUMENT Association, presented a comprehensive analysis of the dynamics of production and import of metalworking equipment in the Russian Federation, as well as a comparative overview of key economic parameters (taxes, cost of resources and credit rates) in Russia, China and Canada. Based on these data, he identified potential growth points for cooperation between science, business and the state in the context of the tasks set by Federal Law No. 523 "On Technological Policy".
Dmitry Kolbasov, Commercial Director of CEPR LLC, shared his practical experience in the production of domestic components for machine tool manufacturing, noting that current government support measures (subsidies, preferential loans) are in demand by businesses and have a positive effect.
Mikhail Kuzmin, Chairman of the Board of Directors of SKB Sibelectroterm, noted the importance of consolidating efforts through the industry center established on the basis of NSTU-NETI, which is able to coordinate cooperation and resolve personnel issues, and confirmed the company's readiness to work together to organize modernization projects in the interests of the entire industry.
The participants of the event were also able to get acquainted with one of the university's laboratories, which will be involved in the work of the Regional Center for Scientific and Technological Development of Machine Tool Industry, the laboratory for the installation and assembly of special equipment. Industrial partners of NSTU-NETI demonstrated their developments in the field of machine tool engineering: Dmitry Kolbasov, Commercial Director of CEPR LLC, presented a high-precision and high—speed spindle motor for CNC machines, and Dmitry Kolbasov, a graduate student of the Faculty of Mechatronics and Automation of NSTU-NETI, a design engineer of the electric motor development group of JSC. PO Sever Anton Fonyakin.
The creation of the center became possible due to the victory of NSTU-NETI in the competition of the Ministry of Education and Science of the Russian Federation for the formation of regional centers within the framework of the federal project "Science and Personnel for the production of means of production and automation", which is part of the national project "Means of Production and Automation". In accordance with the roadmap, the center will soon begin conducting personal consultations for enterprises and practical seminars.
