Novosibirsk State Technical University (NETI) and Wuxi University (China) have officially opened a joint institute for training personnel in the field of information technology on the basis of a Chinese university — Novosibirsk Institute of Wuxi University.
Wuxi University is a public university founded in 2002. It is located in the city of Wuxi, Jiangsu province. Work on a joint Russian-Chinese educational project has been underway since 2022. In the spring of 2025, the universities' application passed all the necessary approvals and was approved by the Ministry of Education of the People's Republic of China. The joint institute will train IT specialists in three bachelor's degree programs: Software Engineering, Information Systems and Technologies, and Computer Science and Engineering.
According to the terms of the program, teaching is conducted in English, more than 40% of the subjects provided by the program are taught by teachers of NSTU-NETI. Successful graduates will receive two diplomas from Russian and Chinese universities. At this stage, the project is designed for ten releases over 15 years. This academic year, 224 Chinese students enrolled in the first year of the joint institute of NSTU-NETI and Wuxi University.
The grand opening of the joint institute took place in September, during the visit of the NSTU-NETI delegation to the Wuxi University. The delegation included Sergey Chernov, Vice-Rector for Academic Affairs, Vadim Nekrasov, Head of the International Cooperation Department, Ivan Reva, Dean of the Faculty of Automation and Computer Engineering, and Maxim Bakaev, Head of the Department of Data Collection and Processing Systems.
"One of the strategic goals of the university's development under the Priority 2030 program is related to scaling up the scientific and educational ecosystem formed with industry leaders by replicating the best practices in training future engineers. And the most important aspect here is the expansion of education exports, the formation of a sustainable system for attracting students from foreign countries. Following the results of the admission campaign in 2025, Novosibirsk State Technical University (NETI) increased the number of students from China by almost five times thanks to joint educational programs with a number of Chinese universities, primarily Wuxi University. The opening of a joint institute with the Wuxi University is the practical implementation of the NSTU-NETI development program as the country's leading technical university. To create a joint institute, advanced educational training programs for IT specialists were selected, implemented at NSTU-NETI. I am confident that our fruitful cooperation with Wuxi University will expand in new formats and directions," said Sergey Chernov.
"Using the opportunities provided by the joint implementation of the One Belt, One Road initiative, as well as in the broader context of the active encouragement by the state of strengthening comprehensive economic and cultural cooperation with the countries adjacent to the Silk Road, and creating a model of economic and social development with a "double circulation" integrating international and domestic markets, The Wuxi University and Novosibirsk State Technical University (NETI) should make full use of their educational resources. Guided by the educational philosophy of "openness, inclusivity and collaborative innovation", the program aims to train highly qualified, internationally oriented, versatile specialists. These specialists should have an international education within the framework of the Belt and Road Initiative, speak English, have a global outlook, a spirit of innovation, outstanding abilities and versatile talents," commented Li Fu, Deputy Dean of the joint Institute of NSTU-NETI and Wuxi University.
During the visit, Sergey Chernov congratulated more than 4,000 first-year students of Wuxi University on the start of the new academic year. A separate meeting was held with students of the first set of the Novosibirsk Institute of the Wuxi University, where they were told about NSTU-NETI, students were able to ask questions about Russia and Novosibirsk, and taste Russian sweets.
The delegation from NSTU-NETI was shown the infrastructure, facilities and equipment of the new institute. The representatives of the university also highly appreciated the hostel for foreign teachers, which has all the conditions for comfortable living and work in Wuxi.
In the presence of the President of Wuxi University and the secretary of the university's party organization, the first meeting of the joint institute's management committee was held to discuss the results of the admission campaign and future plans. The Chinese partners noted the high interest of applicants in joint programs: in a short time after the publication of the announcement of this project, more than 30 thousand people visited the Wuxi University website.
The parties agreed that joint programs are the basis for the development of relations between the two universities, on which other types of cooperation will develop, including joint research and publications, student and faculty mobility programs. Summer and winter schools on various topics, interuniversity seminars, and days of Russian and Chinese culture were also planned.
