Novosibirsk State Technical University (NETI) has become one of the winners of the federal competition: a Regional Center for scientific and Technological development of Machine Tool Industry will be established on the basis of the university.
The RF Ministry of Education and Science have summed up the competition results concerning the formation of regional centers for scientific and technological development of machine tool industry within the framework of the federal project "Science and personnel for the production of means of production and automation" have been summed up. Applications for participation in the competition were submitted by 36 Russian universities. According to the results of the expert assessment, NSTU-NETI became one of the two supported projects, receiving a grant of nine million rubles.
The Regional Center for Scientific and Technological Development of the Machine Tool Industry of the Novosibirsk region will become an expert consulting and scientific and technological platform for integrated support of enterprises in the machine tool industry of the region - a kind of "single window" for industrialists of the Novosibirsk region. Its activities will cover three key areas. The first area is navigation on measures to support industry enterprises: systematization, adaptation and promotion of federal and regional state support tools (Industrial Development Fund programs, regional subsidies, grants, special investment contracts), personal consulting and examination of applications from enterprises. The second one is scientific and technological support through the Exchange of Technological Tasks, the preparation of technical specifications, and the formation of consortia of performers from scientists at NSTU-NETI and institutes of the Siberian Branch of the Russian Academy of Sciences. The third one is expert monitoring activities: monitoring the personnel needs of the industry, developing professional development programs, preparing analytical reports for the head office (MSTU STANKIN) and generating feedback from the regional industrial community to the federal level.
The strategic institutional partner of the project is the Ministry of Industry, Trade and Entrepreneurship Development of the Novosibirsk Region. Acting Minister Denis Ryaguzov emphasized the importance of creating such a center in the region: "The Novosibirsk Region is one of the centers of development of the machine tool industry: large enterprises manufacturing machine tool equipment are located in the region. There are also enterprises specializing in the modernization of machine tools, the production of machine components and tooling, the supply and integration of metal cutting tools. In addition to manufacturing enterprises, there are large consumers of machine tool equipment in the Novosibirsk Region and neighboring regions: enterprises of the military-industrial complex, aircraft manufacturing, instrument engineering, energy engineering, and the oil and gas sector, the total machine park of which is estimated at 15-20 thousand units requiring systematic modernization and replacement. The creation of a Regional center on the basis of NSTU-NETI will close the need of industry enterprises for a specialized institutional structure. The competencies of one of the largest technical universities in Siberia will allow us to build effective work, ensuring a practical combination of state support tools, the research potential of educational and scientific organizations and the production needs of machine tool industry enterprises in the Novosibirsk region."
The "Competence Map" of NSTU-NETI in the field of machine tool engineering includes 11 thematic areas. The University has a well-developed laboratory infrastructure and long-term partnerships with institutes of the Siberian Branch of the Russian Academy of Sciences.: KTI NP, ITPM named after S. A. Khristianovich, Lavrentiev Institute of Hydrodynamics, Institute of Laser Physics.
"The unique scientific and production potential that NSTU-NETI has developed, including through participation in the Priority 2030 program, has ensured our victory in a strategically significant federal competition. Over the past six years, the university team has implemented 54 projects with total funding of more than 600 million rubles in key areas for machine tool manufacturing: from designing new-generation hybrid machine tools and upgrading imported machines to developing domestic frequency converters, wear-resistant coatings and ceramic materials for cutting tools. The accumulated experience and competencies will allow the new department at the university to become one of the main regional centers for the development of the machine tool industry as a basic industry that determines the technological sovereignty of the state," commented Anatoly Bataev, Acting Rector of NSTU-NETI.
According to the project manager, Vasily Yanpolsky, First vice-rector of NSTU-NETI, in accordance with the roadmap for the development of the project, as early as 2026, the Center plans to conduct personal consultations for enterprises and practical seminars, prepare technical specifications for R&D, as well as create a register of at least 40 enterprises in the industry. In addition, an interactive "Regional Navigator of state Support measures" will be launched and an "Exchange of technological tasks" will be created.
