On June 18, at the site of Novosibirsk State Technical University (NETI) within the framework of the scientific and educational intensive "Island" the work of the section "Personnel for BASS" took place. The participants of the section discussed the implementation of the federal project of the same name and developed a map of interaction between educational organizations on the issue of training personnel for UAS within the framework of the project.
As Vadim Vasiliev, Minister of Science and Innovation Policy of the Novosibirsk Region, noted in his welcoming speech, the unmanned aircraft systems industry is promising and one of the most important issues here is personnel training.
The work of the section began with the exchange of experience. Representatives of educational organizations told how the direction related to unmanned aircraft systems is being implemented in their institutions, and also noted relevant points in the training of personnel for UAS. So, Tatyana Lobareva, Deputy Director for Innovation and Development of Lyceum No. 22 "Hope of Siberia", stressed the importance of informing children and parents, which would be helped by creating a map of regional educational events specifically in the direction of unmanned aircraft systems. She also noted the importance of training mentors.
At the stage of discussing the implementation of the Federal project "Personnel for unmanned aircraft systems", representatives of federal ministries and departments spoke in an online format.
Dmitry Afanasyev, Deputy Minister of Science and Higher Education of the Russian Federation, called the formation of interest in professions in the field of unmanned aircraft systems one of the most important tasks. He noted that the development of educational programs within the framework of the federal project "Personnel for UAS" is in full swing: "Educational modules on the design, development, production and operation of unmanned aircraft systems are being developed, which after testing will be recommended to universities for implementation in educational programs. Several programs have already been reviewed by specific business customers, and all our programs will undergo such an examination. The federal project assumes that at least 60 thousand citizens will be provided with vocational training in at least 250 additional professional programs. At least 200 support centers for training specialists in the field of UAS will be created."
According to the Deputy minister, the federal project assumes the creation of a digital personnel register next year, where information on the competencies and skills of specialists in the field of UAS will be collected. "It will be possible to form a staff for business projects, for targeted national projects based on information about professional experience, education, and qualifications. Also, a very important component is the mechanism of automatic qualification assignment depending on the results of activities in the field of unmanned aircraft systems," Dmitry Afanasyev added.
Viktor Neumyvakin, Director of the Department of State Policy in the Field of Secondary Vocational Education and Vocational Training of the Ministry of Education of the Russian Federation, presented a report "On personnel training within the framework of the national project "Unmanned Aircraft Systems" and its constituent federal projects "Personnel for UAS" and "Stimulating demand for domestic UAS" The Ministry of Education of the Russian Federation". The Speaker noted that the Ministry of Education is implementing measures related to the creation of specialized classes and practical training centers for unmanned aviation, where students will be able to master skills in the development, production and operation of unmanned aircraft systems by equipping schools and colleges with appropriate equipment.
"This autumn it is planned to open 523 clubs and 10 practical training centers in 30 regions of Russia. We plan to create almost 5,000 specialized classes (circles) based on schools for training in working with unmanned aircraft systems and 380 practical training centers in colleges, which will also be equipped with everything necessary to work with drones. Within the framework of the federal project "Personal for UAS", very serious attention has been paid to the issue of teacher training. We plan to train 21 thousand teaching staff," Viktor Neumyvakin said.
Maxim Zhurkin, Head of the Department for the Development and Maintenance of the BAS Infrastructure of the FGBOU DPO "Institute for the Development of Vocational Education", made a report "On the training of teaching staff for educational organizations of general education and educational organizations of secondary vocational education within the framework of training and training of qualified teaching staff". The speaker spoke about the program "Practical training of teachers in the field of development, production and operation of unmanned aircraft systems." Training under this program is already underway, it includes online and offline modules, teachers undergo both theoretical and practical training. The program also develops and implements educational modules using digital educational content.
As a result of the work of the section, the participants developed a map of interaction between educational organizations on the issue of personnel training for UAS within the framework of the project "Personnel for unmanned aircraft systems".
For reference: Since January 1, 2024, the national project "Unmanned Aircraft Systems" has been launched in Russia. The project defines a strategy for the development of unmanned aircraft for the period 2030-2035. The structure of the national project includes five federal projects: "Stimulating demand for domestic UAS"; "Development, standardization and mass production of UAS and components"; "Infrastructure development, safety and formation of a specialized UAS certification system"; "Personnel for unmanned aircraft systems"; "Fundamental and promising research in the field of UAS". The implementation of the project "Personnel for unmanned aircraft systems" will create an integrated system of training specialists for this industry.
