The discussion of the most important issue in information security took place on the NSTU NETI online platform. Representatives of OOO Eltex, OOO Information Security Systems, the Agency for Strategic Initiatives (ASI), the Department of Information Protection, NSTU NETI and the Department of Integrated Information Protection of OmSTU decided to join the consortium within to create the Competence Center (CC) "Technologies of Trusted Interaction". "Ecosystem of Trusted Interaction Technologies" will be the key project of this Competence Center.
Trusted interaction technologies are a technology package that provides basic information security and reliable storage services, trusted software development technologies, rating mechanisms for evaluating subscriber stations as well as ecosystem participants and mechanisms for registering and managing intellectual property. Significantly, the technological package was developed and will be developed further for commercial use with the possibility of export both as separate products/services, and as a part of application solutions for various sectors of the economy.

Alexey Chernikov, OOO Eltex CEO: As one of the largest developers and manufacturers of network equipment in Russia, we certainly solve problems related to information security. Modern solutions in data transmission should provide a sufficient and necessary level of communication channels security.
We have been cooperating with NSTU NETI for many years both within joint projects and in the process of personnel training. One of the latest projects is the Laboratory for testing security systems of Eltex switching equipment opened at the Department of Information Security, NSTU NETI. Here, a team of teachers, researchers and students solves the real information security problems of our enterprise.
The implementation of such a project as the Competence Center "Technologies of Trusted Interaction" at NSTU NETI is a serious breakthrough in the development in the region's information security competences. Eltex together with NSTU NETI has already formed projects that will be implemented at CC.

In the modern world, information is one of the most important resources; its value is declared in the well-known wisdom: "He who owns information, owns the world". Obviously, various categories of information are subject to protection from unauthorized access to it. Such requirements are established by the federal laws "On Information, Information Technologies and Information Protection", "On Personal Data", "On the Security of the Critical Information Infrastructure of the Russian Federation".
The specifics of the research and innovative organizations activities are associated with the processing of virtually all categories of protected information, as well as the exchange of such information using telecommunications networks. Additionally, the requirements of the legislation are differentiated depending on how critical the information is. No less important is research information; its protection is not subject to special requirements by law. Moreover, the analysis of significant amounts of such information can yield quite specific forecasts and conclusions about the achievements of our science including revealing "know-how", promising areas of research or discoveries.
The real risks and external threats to research and confidential information, loss of privacy in case of non-compliance with the rules of its storage and transmission cause the need for an integrated approach to information protection.
In Russia, there is no current comprehensive solution that meets the real customers' need to organize a secure information exchange. Therefore, the residents of the Novosibirsk Technopark at SB RAS are creating a"Trusted Environment" digital platform that meets the listed needs for the exchange of information. So far, this is the only comprehensive offer that provides legitimate information exchange and work with sensitive data.

Today, we are constantly in the state of development and technological shifts. Many personal and work processes have gone online, and we are already fine with this. But this situation allows attackers to gain access to exclusive data and influence these processes. Therefore, it is extremely important to be sure that the technologies that we use are safe. We need to create conditions for safe electronic interaction.
Information security has become a truly cross-cutting technology. The industry is forced to respond to the constant increase in cyber threats, to improve competencies in this area. As a university, we are obliged to meet these challenges and train highly qualified specialists in information technologies and information security both within the basic and additional education, ensuring continuous professional development of personnel.
The idea of creating a consortium that solves the issues of technologies development for a trusted environment in cooperation with universities and industrial partners was born a couple of years ago. And now we are pretty sure about the direction of our development. Such interaction will strengthen the university's position both in education and in research.
Today, NSTU is in the stage of active preparation for participation in the "Priority 2030" competition. The activity within the formed consortium is one of the main components of the university's digitalization policy.

Traditionally, most of the information security tasks in Russia have been solved and are being solved by domestic developers of both software and hardware products. This is due to the fact that, firstly, we have built a system of training personnel for this industry. Secondly, regulators in information protection have always actively supported the use of domestic solutions.
Currently, the world is rethinking approaches to information security. The information perimeters of organizations are becoming more blurred, artificial intelligence is being introduced into technological and business processes. Any unauthorized interference in the work of artificial intelligence can lead to dire consequences, such as material damage, threat to life or health of people, technological failure or violation of information security.
Therefore, in responsible applications and artificial intelligence must be employed securely, in other words, in ecosystems of trusted interaction. To respond to this challenge, our department at Omsk State Technical University is developing a draft of the national standard "Artificial Intelligence in Protected Execution". The Competences Center will help in promoting our projects in the information security industry further ensuring Russia's information sovereignty.

The digital transformation of the country's economy provides not only a reduction in transaction costs, an improvement in the quality of operational management and the formation of a data set for strategic decisions, but also increases dependence on information technologies as well as increases the risks associated primarily with the reliability of the global information systems functioning. So, the focus of attention shifts to the issues related to the privacy of citizens in the global network, the quality and trust of decision-making based solely on automatic data processing. For example, Amazon is already making decisions about staffing and cooperation with contractors on routine operations exclusively with the help of AI.
Notably, the majority of the successful high-tech startups use digital technologies in one way or another (communication, data processing, decision-making, etc.) and do not take into account the risks associated with the rapidly changing international and Russian legal information technology landscape. This drawback generates costs that are not provided for at the start of the development (sometimes up to 25%) and unpredictable investment risks.
