The Festival of Best Practices of participating universities and candidates of the Priority 2030 program - PRIORITYFEST 2023 was held on October 12-14 at the Moscow State Institute of International Relations (University), Ministry of Foreign Affairs of the Russian Federation.
The purpose of the event is to exchange accumulated experience, tools, and expertize and discuss plans to create new consortia and partnerships. The event was co-organized by FSASI "Sociocenter".
Rector Anatoly Bataev, Vice-Rector for Youth Policy Lyudmila Mozheikina, and Head of the Project Office Olga Kislitsyna participated in the events of the forum events on behalf of NSTU NETI.
The plenary sessions of the forum were devoted to the role of universities as drivers of territorial, sectoral development, and research leadership. Special sessions — the financial model of the functioning of universities, understanding of university strategies, applied issues of international project activities, and digital competencies.
At the plenary session "Universities as drivers of regional development" representatives of universities participating in the program of the Ministry of Education and Science of Russia "Priority 2030" spoke about the role of universities in the socio-economic development of regions.
From the Novosibirsk region, the speakers of the plenary session were Governor Andrey Travnikov and Rector of NSTU NETI Anatoly Bataev.
The session’s moderator, the head of the Sociocenter, Andrey Keller, recalled that 132 universities located in 54 regions throughout Russia participate in the Priority 2030 program.
Priority 2030 is the first university support program in the history of Russia with such a large—scale coverage. The program has united more than 60% of regional universities. More than 80% of the country’s total population lives in these regions. We see that universities are increasingly included in the regional agenda, and representatives of the regional authorities, in turn, are increasingly supporting universities," Andrei Keller said.
The Governor of the Novosibirsk region Andrey Travnikov noted the high interest and involvement of the regional authorities in the development of the scientific and educational potential of their territories. The governor listed the most common approaches to integrating universities into the socioeconomic agenda of the region:
"This is, of course, the involvement of universities in solving economic, research, and regional problems. Both in the interests of the authorities and those of enterprises located on the territory of the relevant subject. There are many examples: the formation of a list of topical topics, building cooperative ties and consortia with industrial, medical, and educational organizations in the region. The second direction is the influence of universities on the secondary education system. Many universities are tightly present in schools today. And what is essential not only for young children — they give them the opportunity to use the university base for some classes and excursions. The third theme is the patriotic, historical education of youth."
In his speech, the Rector of NSTU NETI Anatoly Bataev spoke about the historical and social role of the university in the development of the region and about the ongoing projects of the Priority 2030 program, the results achieved, and the most significant for Novosibirsk and the region:
"Most engineers in Novosibirsk enterprises are graduates of NSTU NETI. At the same time, we do not lock ourselves inside our region; we solve problems for different regions of Siberia and the country as a whole by interacting with leading industry enterprises through consortia and other forms of cooperation," Anatoly Bataev stressed.
