February 15, 2021 marks coming into force the Order of the Ministry of Science and Higher Education of the Russian Federation No.1580 of 25.12.2020 "On approval of the list of the organizations classified as federal innovative platforms which form innovative infrastructure in higher education and related further professional education". In total, the list of federal innovative platforms (FIP) includes 127 Russian universities. Along with Kondratyuk House of Scientific Collaboration, the list includes Altai State University, Petrozavodsk State University, Sochi State University and a number of other Russian flagship universities. Another Novosibirsk university which has received FIP status is Kryachkov Novosibirsk State University of Architecture, Design and Arts.
Kondratyuk House of Scientific Collaboration NSTU NETI aims at the implementation of the educational program "Creating a dynamic engineering entrepreneurship model for training school students and young people on the basis of the regional flagship university". Kondratyuk House of Scientific Collaboration was opened and is currently operating on the basis of the largest technical university in Siberian region, NSTU NETI. The university has been a paragon of engineering personnel training for 70 years, so the choice of engineering track is natural and logical", commented Elena Ryazanova, Director of Kondratyuk House of Scientific Collaboration. The program to be implemented as federal innovative program is designed for five years and aims at creating a system of engineering education which will make engineers positions more prestigious and create conditions for a developing technical environment as well as promote a conscious choice of career by students".
From the application: "Modern requirements for engineering education include the training of professionals who will be able to design, produce and apply complex engineering facilities, and who will be ready for creative work in a team. The engineer should have the competence to manage all these processes. Theses ideas are expressed in the book "Rethinking Engineering Education" which describes CDIO approach (Сonceive, Design, Implement and Operate) as one of the mainstream reformers of modern engineering education. The key competencies of engineering education should be ones used not only in educational process but in real life as well:
· ability to organize cooperation and joint activities with teachers and peers, work alone and in a team: find a solution together and deal with conflict according to the coordination of positions and consideration of interests; formulate, reason and defend their opinions, develop leadership skills;
· the formation of a system of interpersonal relations and system of values that reflect personal and civic positions in activities, social competencies, legal awareness, the ability to set goals and build life plans;
· the ability to consciously use speech tools in accordance with the task of communication to express their feelings, thoughts and needs; planning of personal activities, mastering oral and written speech, the formation and improvement of foreign language communicative competence, the expansion of linguistic outlook and vocabulary, the use of a foreign language as a means of obtaining information that allows expanding the knowledge in other subject areas;
· formation and development of competence to use information and communication technologies;
· formation and development of ecological thinking, the ability to use it in cognitive, communicative, social practice and career choice;
· motivated willingness to continue education in a university, awareness of the necessity and ability to learn throughout life, creating a system for the career path and conscious choice of further educational trajectory;
· formation of systemic thinking by establishing interdisciplinary connections;
· formation of economic culture and economic thinking (knowledge in the field of economics, management and business).
The project participants are the teachers and students of 5-11 grades of secondary schools and professional educational organizations as well as organizations of supplementary education of Novosibirsk and Novosibirsk Oblast.
The activities to be held in 5 years include:
· Development and implementation of the management system of an innovative educational project.
· Development of educational technical engineering programs (Laboratories of "Intelligent Manufacturing Technologies and Industrial Design", "Electronics", "Robotics and Information Technologies", "Resource-saving Energy Industry").
· Conducting a problem solving seminar "Formation of the engineering thinking basics in school students within general education: best practices".
· Development of a children's Design and Engineering Office model.
Practical relevance of Kondratyuk House of Scientific Collaboration's work as a federal innovation platform is that the solutions for the organization of the educational process to be developed and tested over these five years will become a ready-made methodological kit that can be used in any educational institution in the regions of Russia.
Reference: The House of Scientific Collaboration (HSC) is a new standard of additional education of research and technical guidance with free training for students from 5th to 11th
grades. Kondratyuk House of Scientific Collaboration NSTU NETI was opened on October 1, 2020 as a part of the Federal Project "Every Child's Success", National Project "Education".
HSC includes the following areas:
· technology lesson;
· biology lesson;
· laboratory of "Intelligent Manufacturing Technologies and Industrial Design";
· laboratory "Electronics";
· laboratory "Robotics and Information Technologies";
· laboratory "Resource-saving Energy Industry";
· coworking space.
The status of the Federal Innovation Platform is declarative. The applying for the FIP status must contain a project (program) aimed at educational development, designing and implementing training programs, creating a set of teaching and didactic materials etc.
